Okay first things first, I think you need to find a new mechanic! I assume from your name you're in the Boston area, there are a number of good ones to choose from around here.
There's no such thing as a "cam shaft seal", the camshafts are totally enclosed between the cylinder head and valve cover. Maybe he misspoke and meant the valve cover gasket, although I agree with you it's pretty unlikely that gasket just started gushing oil. I'd ask him to show you this seal and see what he points to.
It seems much more likely to me that the belt failed (for whatever reason, improper installation is a very likely cause), got wrapped around the crankshaft pulley, and damaged or dislodged the crankshaft seal which is behind the pulley.
Luckily if the above's true it's not too hard to fix. Remove the pulley, pop out the seal, and pop in a new one (they're $10, I would *not* reuse the existing seal no matter how good it looks).
