It sound to me like this guy is covering his butt for not doing the job right?
What did he do wrong to cause the belt to fail in 100 miles?
My guess is that he routed the belt wrong or didn't tighten one of the pulleys correctly and it came undone or seized, destroying the belt and causing the leak.
How come this genius didn't notice the oil leak while changing the belt the first time? And it's highly unlikely that an oil leak would cause the belt to fail that soon.
The way I understand this is the tech is a dealership mechanic doing some freelancing. If he is working independently without a real business structure this probably narrows your options for a good resolution. Hope you can get it sorted and not have it cost too much.
