Car TOTALED, now the insurance offer..

My 2006 9-5 was totaled a few days ago while parked, suffering $24,000 in body/structural damage.. exceeding the value. Good with me, as I wouldn't want it back all cobbled together.
I need some help though.. the insurance company is offering me at about $22,400 compensation. He said the figure was based on 'excellent condition' -which I agree with and on 'comparable sales in my area' (SF Bay). However, there ARE NO comp sales from which he based the current value. I've looked, he's looked and he admits it. He used 'lesser' cars and rounded up to come to my offer price.
The Kelly Blue Book prices for my car are:
Suggested Retail: $28,225
Private Party: $24,820
Trade In Value: $21,475
So they're pretty much offering a little over trade-in, for me to replace this car. Is this normal? I protested that KBB listed $28k for retail, which is most likely where I'm going to find a replacement, to which he responded "we use other factors". Ugh.
There are almost no used 9-5s anywhere near here, so I'm going to wind up buying new.. naturally I want to get as much for the wrecked car (especially as it wasn't my fault- not that it matters).
Do most get settlements like this? Any one else got 'totaled' before and have any tips to share.
