The reason why we do both thermostat and temp sensor at our dealership is because it involves no extra labor since the coolant is already drained and the temp sensor is right next to the thermostat housing. And the temp sensors are known to fail intermittently. And the sensors are inexpensive.
You are right though, that code is caused by a faulty thermostat.

Subject: Coolant Gauge Drops With DTC P0116 Setting in a Saab 9-5
Models:
1999-2005 Saab 9-5 Sedan
1999-2005 Saab 9-5 Wagon
The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
CONDITION/CONCERN:
A technician may find an intermittent check engine light on and coolant temperature gauge drops to cold while driving. There are usually no concerns of loss of heater performance, although it is possible. T7 ECM stores DTC p0116 for coolant temperature sensor performance.
RECOMMENDATION/INSTRUCTIONS:
Have technician replace the engine coolant thermostat. If T7 ECM detects the engine coolant takes to long to heat up, it will set p0116 and MIU will command the temperature gauge to cold.
