It is not a feature for the car to keep itself from restarting, unless you ran it long enough to drain the battery without the alternator charging it with the belt off. CPS failure is heat related; when the engine is hot the thing goes out to lunch but then once it cools off it comes back. Until it heats up again... Yours is probably older already and the high temperature it was exposed to today without the water pump running may have finished it off. While they're in there it's probably not a bad idea to had it done like others have mentioned, because it won't break the bank and will save you lots of hassle at a later date. As for the battery, lots of times if a battery is older (is this the case?) and it is de-charged, a cell or two will go bad. I learned this a couple Christmas's ago playing with my new GPS thing in my 9-5.
