I think the key word here is "minor smoke at start up". You wouldn't believe how much oil can pass through the turbo seals and you won't see much of it while driving. That coupled to leaky piston rings and you easily have a 1-2q of oil consumption between oil changes.
Just because the smoke cloud clears after you've started the engine doesn't mean the turbo stopped leaking. It will leak small amount of oil at all times and maybe more while cruising.
Valve stem seal leak is really not a problem anymore but if you would go down that route, you need to consider also dropping the oil pan, taking the pistons out and throw new piston rings on it.
And then it still might be the turbo using the most amount of oil.
So his suggestion is up my alley of answers since the cost would be more than the car is worth.
It's not a job I would happily jump on due to the high labor rate and less then certain outcome of the job.
