2003 9-5 Turbo Failure

I'm the second owner of a 2003 9-5 Linear 2.3 wagon which I bought certified pre-owned through a SAAB dealer. Have had no problems in the almost 2 years since I've owned it. Regular oil changes and drive it sparingly. The other day I was driving home and noticed white smoke coming out the tail pipe, the engine started to shudder and then the engine light came on. I drove for another mile to the nearest gas station, checked all the fluids, they were fine but given the way the engine was running, decided not to drive it any further.
I had it towed to the dealer where I originally bought it. Got the diagnostic back and they said the turbo had failed and the throttle body was not setting. In addition, they said there was a trace of metal flake in the oil at the bottom of the pan. They recommended doing further diagnostics by dropping the pan to see if the flakes mean something more serious.
I had no warning that there was a problem until this happened and the symptoms that were attributed to this failure took place within 5 to 10 minutes.
Long story short, they want to charge $3,500 for the turbo repair, then maybe more if those metal flakes turn into something more ominous. Unfortunately as of last year the dealer discontinued selling Saab's and is no longer authorized to do warranty service work.
I did research on the 2003 9-5 before I made the purchase back in 07' and don't recall seeing any information indicating the 9-5 has a disposable turbo installed which you replace every 40,000 miles.
Is this a poorly designed/defective part that Saab failed to improve upon at the customers expense? If so, does anyone know if there is a recall notice out for these gt-17 turbos or if a class action is brewing?
