TH,
Sorry to hear about your problem!
The GT17 turbocharger is a fairly small GARRETT assembly which have been employed by a number of automobile manufacturers to bring a quick spool and good low end engine response. The GT series of turbochargers have had a poor service record but we have had customers with over 200-300K miles and still using the original turbocharger.
If still functional, the GT17 turbochargers can typically be DIY overhauled using new bearings, oil seals, and internals. A good kit will cost $150 but you will want to insure that the replacement parts are 100% GARRETT and not aftermarket. We've sold hundereds of our kits over the years and most customers are suprised with the simpl. of the overhaul. At the most, a new turbocharger assembly should not cost more than $500 which would be in the form of a center cartridge (working internals) replacement.
We have had some GT17 customers opt to install the MITSUBISH TD04 but this is not a direct retro-fit and many complain about additional turbocharger lag if not upgrading engine management.
Best of luck and regards,
GaryK at SWEDISH DYNAMICS,INC.
