Yup. My bet is that's the jumper cable you will need. See the following link which pretty clearly shows the three things you need, which agrees to the list you posted (my bad -- thought the bracket came with the changer, but it was a long time ago). IMO there's no point opening all that trim up without the cable as it really needs to be installed first.
