Thanks for the confirmation. I'm pretty sure the sensor is broken from closing the tailgate in extremely freezing temperatures.
I just ordered a used one from Saab Salvage for $50. It's also a 2003, so it should work fine.
In the meantime, I've disconnected all the bulbs, and just have to put up with the dash warning and constant locking in city traffic. Otherwise, it locks and unlocks just fine.
Does anyone know the location of the sensor? Is it buried deep in the mechanism, or visible?
