I have a 9-5 wagon with xenon's. The headlight fault indicator light will light for ANY fault in the system ranging from a bulb being out, the controller bad, a bad ballast, fault in the leveling etc. If the bulbs are both lit then you probably have a problem with the leveling sensor. Remember that the inboard halogen lights do not function as high beams, they are only "flash to pass" lights. The low and high beams are both thru the two outboard projector type xenon lights. The connections on the level sensors can get dirty and corroded and trip the light. The leveling sensors reads the ride height of the car both front and rear and adjusts the head lights accordingly. So if you have a heavy load in the rear, the rear of the car will sag and point the nose up which would blind oncoming drivers. The leveling system adjusts the lights themselves for this. When its dark out park with the front of the car close to a wall or fence or other flat surface. When you turn the key to the "on" position (don't have to start it) you should hear the leveling motors and see the lights dip down then back up. If there if a fault in the system the lights will be angled down the lowest position to not blind oncoming drivers. You can check and clean the sensor connections if you want, they are located on the passenger side on the front and rear axles. Hope this helps, good luck!
