To rule out an evap leak for causing the idle proble, just disconnect where the evap valve plugs into the inlet manifold.
The evap line plugs into a little 90* degree rubber elbow on the back of the throttle body, on the passenger rear side of the inlet manifold, disconnect the nylon evap line from the rubber elbow, and plug both ends.
You may also want to disconnect the low pressure return for the evap valve from the 'T' in the BPC valve return line, the top one, do the same thing, plug both ends of the 'T'.
You will get a code for no/wrong flow from evap system, but you can see if it makes your rough stumbly idle go away. If it doesn't then it's coming from something else.
Best,
Drew
