see my recent post regarding replacement antenna. You can buy a hollow dummy at Pep Boys for $5.99, trim the inside of the base using a drill or dremel, remove the rubber coating from the original, melt the 1/8 inch lip along the base of the old antenna and place the new cap over the old one.
I used black caulk as adhesive, silicone is not recommended. Polyurethane is better or polysulfide from a marine supply store -
