Starting problems

So for the past year every once in a while my 2000 95 sedan lpt wont start. It doesn't turn over or anything. The car has full power and everything else works fine. I thought it was the battery in the key but thats been ruled out. Any time I try to figure out whats wrong with it it starts again and the problem is gone for a month or two. So today what ever the problem is finally became permanant. Yesterday 90+ degrees I drove for an hour turned the car off did some shopping for 30 minutes and the car started no problem. This morning I drove 5 min down the road turned the car off for 10min and it wouldnt start. I waited over an hour and still didnt start.
I thought from previous times this happened that something was getting hot and when it cooled down the car would start again. It seemed to fit but it happens so infrequently that I just dont know.
So the cars wont turn over but it has full power. The neutral safety switch of sorts tied into the shifter has never seemed to be the problem. Ive tried shifting the car while triing to start it and there was no difference any of the times.
So where do I start chasing and testing wire systems to diagnose this?
Im glad its finally broke because now I can figure it out before it was next to impossible because it never stayed broken for very long.
