The seam of coolant tank is the cold line, period. That's what the arrow is pointing to.
I have NO CLUE why they added the horizontal line right under the word Kalt but it has been a confusion from day one.
It should not be seen as a range of cold level and that you can pick and choose any of the between seam and cold word for your cold level.
Even when hot and engine idling and fans running on and off as they should, it will not rise as high up as to the cold word line when everything is normal if the tank has been filled properly at cold, up to the seam.
