Technically, if you would have the expansion tank filled all the way up at all times, you would operate the cooling system under a higher pressure at all times when running.
This because fluid is not as cushy as the air pocket and that the pressure rating of the cap is a lot higher than just normal operating pressure.
So if the pressurized fluid built up during normal operating have no where to go except pushing right onto the cap, it will do so until it reaches the opening pressure of the cap and it will send some of the coolant out the cap.
So when enough coolant have leaked out and left a small air pocket in there, it will still be operating under a higher pressure than if the air pocket was bigger working as a flexible cushion compressing and expanding.
Kind of opposite why you don't want an air pocket in your brake system. When you press the brake pedal you would compress the air bubble without applying much pressure onto the brake pad itself compared to when the system is free of air.
