wrong oil. That won't be the gas mileage problem, but it may have contributed to the turbo replacement.
When did you notice the mileage dropping?
After you've driven the car, put your hand on the rear wheels to see if they feel warm. A slightly dragging e-brake would drop your mileage and not be all that noticeable from the left seat.
And you can expect mileage to drop in colder weather-- I see a 1-2 mpg drop in our cars.
