Serpentine Belt Idler Pulley Access From Wheel Well?

Ready to re-attempt a replacement of the center idler pulley from my 1999 9-5. Since replacing several motor mounts, am I imagining that there is now a way to get at the stupid pulley bolt by a hole from the wheel well that now lines up with the pulley bolt? I need to check again, but it sure would be a big help! I've tried the sawed off allen wrench and never could get it properly seated in the recessed bolt socket. I'm planning to order the aluminum machined pulley from Wazee's Pulleys, as I'm really pleased with the upper idler ribbed pulley I bought from them several years ago. However, even Wazee's offers only the same recessed hex socket bolt. Hope I can locate a suitable hex head bolt and get this done easier. I'm not interested in the short belt option to just avoid this pulley altogether. Any comments?
