Are you sure it is an Allen bolt? I have only seen 13mm regular or T40 torx head on that bolt.
So maybe you mistook it for being Allen and stripped it. If you are lucky, it might be enough meat in there if you can get a short T40 bit in and hold it pressed in with a prybar while cracking loose the bolt.
Tight I know, but possible.
You could also loosen the transmission mount and rear motor mount and that way lift the engine up more with a floor jack and shove it over to the left to get more room.
You could also take a chisel and crack the plastic pulley to pieces and maybe expose the bolt head more and get a channelock plier on there but be careful so you don't knock off the mounting boss from timing cover.
I would probably get an air chisel down there and give the bolt head a tap on the side if the Torx hole was messed up.
