Very Low Aimed High Beams

I'm still getting used to my 2001 lpt, and I went to adjust my headlights tonight. 6mm plastic adjust screw and now the low beams are up at a comfortable level, possibly even higher than they should be, but I was trying to compensate from the very low aimed high beams. When you hit the high beams they seem to aim straight at the road, brighten the road about 10 feet in front of you and thats about it. I checked to make sure the bulbs weren't in upside down and that they were seated correctly. These lights dont act like my c900 or NG900's. I aimed the low beams up so they were lighting up houses and not the road, but the high beams still seemed low!
Is there any way to adjust JUST the high beams? Is there something I'm missing? Is this somehow "normal" to the halogen 9-5's. I'm hoping this is just something simple and obvious I'm overlooking. Thanks for any input.
