torque = force x distance. it's a wheel spinning to drive a belt to drive stuff which does work/uses energy, so of course there is some torque transferred (though not necessarily all that much)... that said, the wheel should have been designed to accommodate the normal forces for the lifetime of the pulley...
how long was that pulley on there? if it failed a few months into use, that would be cause for concern, but if it failed as Mark pointed out, after >60k miles of use, well, that's just a missed maintenance item...
