No, it is not normal if it stays at 2000 rpm with clutch pedal pressed down for a longer period of time while maybe coasting down the street but it is normal that the engine rpm "hang" for a little while between shift but it is usually noticeable when you try to fast shift.
Driving the car nice and gentle, the rpm drops down to normal levels between shifting.
I don't like the normal "hang time" myself but that's the way they designed it.
