I first noticed this behavior in 1976 with a Subaru. It drove me crazy. There was a specific vacuum controlled valve to temporarily keep the rpm up during any sudden throttle release (as occurs with shifting). The purpose was to reduce emissions (as I recall - unburned gas emissions).
