Yes, it can get ugly getting the rotor off.
If the set screw doesn't want to unscrew, just drill the head off it to allow the rotor off. Then you can worry about the piece that's stuck in the hub. If you can't just turn it out with pliers it's easy to drill out.
Penetrating oils need lots of time to work. Overnight is nice.
WD40 is barely a penetrating oil. PB Blaster, Kroil, Liquid Wrench, etc. are better. I like PB.
Heat: you said you used heat. Probably didn't use enough. You would need an acetylene torch to get that hot enough to make a difference. Then there's a chance of frying seals.
I like the caliper bolt trick. Hopefully I'll never have to try it.
