They do NOT wail due to "low batteries". Low batteries gives the SID message "SERVICE THEFT ALARM".

The main reason they wail is the capacitors (aka "caps", discrete electronic components used in almost everything) deteriorate over time. This is NOT solely a Saab issue! This problem exists across the entire electronic industry for almost everything built in the late 90's through early 2000s (Google "Bad Caps"). Volvo alarm sirens do the same thing. I replaced caps in a first-generation Apple AirPort Base station, built 2000-2001. I've got an Apple PowerMac G4 with bad caps in the power supply.

When built, the Saab alarm sirens were built to industry standards. And nobody could have expected so simple and basic a component as a capacitor to fail.

The siren is a very simple thing. Three connections: 12V, ground and signal from TWICE. The 12V & ground provide the siren power and charge the batteries. The batteries are there so that an alarm that has been triggered by TWICE will continue after the 12V is cut off, until the batteries are exhausted. The brains for the alarm are in the TWICE module, NOT in the siren.
