by luggage rack, do you mean roof rails? In Canada, for 2004+, the default seems to be Linears had them, Arcs did not... so I'm not sure it is decontenting, so much as going for a cleaner look... personally I like those rails, so it was frustrating for me... most wagons here 2004-2005 are rail-less... USA seems the opposite... we ended up getting a sedan as it was just too hard to find a good wagon, everyone keeps them! so I'd say, enjoy it, and you can probably add in the few extras you need (even those rails! can get them at a junkyard, and from what I've read here, it's no big deal to install them, though you need to drop the headliner + drill a couple holes in the roof)...
