I may be mistaken, but I don't believe that memory seats and headlight washers were standard in 1999 (or 2001).
I think that the memory was part of an option package for the base model, perhaps standard with the SE (and early Arc's, but not with 2004 Arc) and Aero.
The headlight washers became part of the cold-weather package (heated seats and mirrors), not sure they were base in 1999/2001.
The roof rails are a MUST for me, but others prefer their omission.
I guess I don't consider it decontenting to move an item from standard to optional. Eliminating WB (I missed that) and door pillar pockets, definitely decontenting.
Eliminating lights in the rear hatch door are also decontenting I miss. With the '09 there is only one rear courtesy light, before (as in my 2002 Aero SW) there were two in the door itself, maybe two in the rear storage?
