Red & White Plastic Valve Question

Hi,
I just bought this 2002 Saab Linear with 131K original miles on this 9-5. A lot of parts have been updated and well maintained. This is my very 1st Saab ever!!
As I was looking over my 2002 Saab 9-5 from under the hood and I found this red & white plastic valve dangling from a T-connector behind the throttle body housing. However, I was not able to find where one end plug into.
The car does runs very well and no check engine light. So, do I need to worry about this or it was supposed to be this way?
