If you know what you are doing and take your time it is not absolutely necessary with the tool.
I have a tool for Volvo that work on Saab as well and it is a little bit quicker to use it but in a pinch I would be able to center the switch without it.
Saab might even have an indicator on the cable arm that could be used as a guide. Look before you remove the old one. The centering is done in Neutral.
