the shifter release wasn't sliding all the way down because a piece of broken black plastic, visible from the left side in the slot near the bottom of the selector lever, just above the metal tab that moves up & down with the release control, was jamming it. No amount of lock lubrication was going to help in this case! I'm not sure where the black plastic part came from, but it all seems to work without it. I'm going to leave the cover off for a while to make sure everything is OK.
