I checked my 2011 WIS (Service Manual) and pulleys are not included in the 60K Service work. It says to replace the serpentine belt but does not require even inspecting the pulleys!
Congratulations on the $700 reduction in cost. I still strongly recommend having the upper idler pulley replaced for the exact reason Anders mentioned, but without this requirement in the Saab Service Manual you should anticipate paying extra for it. My Service Estimating software identifies 1.1 hours total time (seems too high) and $65 parts (seems a little high), so the Garage will probably be asking somewhere between $100 and $200 for this depending on what they use for their estimating.
Know anyone with a 13mm wrench and 20 minutes of time? This is exceptionally easy.
