fwiw, my saab indy's approach is similar to Norm95's + it is cost effective + seems to work well. I don't want our car to sag so low (eg don't want rubbing if extra loaded) so I have put wagon springs in the rear of the sedan + konis + spacers (10mm but on the lower perch).
Konis are great shocks. I haven't run Bilstein HD's or Sports, but I have run the tourings on the c900 + they are not bad either. Too bad they don't make tourings for the 9-5 as they are a great bargain! Anyway, Koni sports (yellows) are great on the 9-5. I don't find them harsh but they are a little stiffer than stock. Not cheap but worth it imho.
If you replace the springs, I would either go non-oem, or get used wagon springs (if you don't mind stiffer). I'm not sure how much they sag in reality, but if it's the springs yielding, then new ones will also + you will eventually go through this again. I used new wagon springs + things did settle a bit but it seemingly wasn't the springs (because I took it apart again recently + the uncompressed length anyway was identical to new). Assemble, drive the car for a day or 2 (eg over speed bumps), to settle things, then align... It will change in the first day or so.
