If that was supposed to be 22 lb-ft it sounds way over tightened. My suggestion (depending how hard it is to get in there) is just use some sort of extension to increase torque...
I have a (cheapo) electric impact wrench and its main advantage is speed of workflow. I still tighten every bolt by hand with a torque wrench, and crack most stubborn bolts with a (big) breaker bar. I have yet to find a bolt that wouldn't budge with a breaker bar that would with the impact wrench, though the opposite has frequently been true... pb blaster or liquid wrench might help if there is corrosion (though this is a 2008?)...
but I'm talking 100+ lb-ft rusted on + over tightened... any little wrench should take off 22 lb-ft...
