You will probably get many different suggestions and all are good or bad because none of us know the whole story and condition of the car.
If it is a Saab specialist that has taken a good look on the car and deemed it not worth reparing, it is probably correct. If it is a general repair shop with no compassion or much knowledge of Saab's, it might be a way for him to rid the streets of Saab's.
Yes, there are customers with that low mileage car that I suggest not repairing the car due to a very big repair ticket and that I can easily see a lot of other things being wrong due to neglect and abuse. Since no money has been put into the car up until now, it's no use starting at this point I suggest to them.
It is other cars with twice that mileage I strongly suggest to repair a head gasket and cooling system due to that they have already repaired other things and taken good care of the car so they will have a car for a long time after this bigger repair.
But it is a case by case scenario and we don't have all the pieces of the puzzle.
