Tech II can most any mechanic mate my radio to car?

I have the problem that others have experienced. When the battery is removed for a long period(say overnight) The car doesnt recognize the radio. My question is . Does the average mechanic who possesses a Tech 2 have the capability to go into menus and do the mating..... There is no Saab mechanic in my area...... Re 2002
