you are right that it will add on half the difference in wheel size (axle location wrt fender stays fixed, and we're hooking the tape to the lower edge of the rim).
That said, are rim sizes actually 17.0" and 16.0" edge to edge? iirc, they are quite far off that...
so yes, Brian should check the exact correct numbers. In addition to your resources see link below for the chart on Jeff's site.
I think Saab did it in mm, so conversions should probably be calculated from those numbers... but honestly as long as it is close, and level front to back, I don't think it is super critical. I did not find that I could measure before, calculate a spacer height, plop it in, and end up at a specific height, especially with new shocks, springs, etc... I'd suggest driving it for a couple days over as many speed bumps as possible before doing the alignment, as it can settle noticeably... I would also get the alignment done at a competent saab indy if possible - ours doesn't even bother messing with spacers, shocks etc, but he aligns for lower camber than spec and then the cars no longer have tire wear issues even if the back end sags... my 2004 arc sedan very quickly ate the insides of the dunlops up front... I did suspension work and the alignment, and no problems since, even when heavily loaded.
