Axle nut has come loose twice

Any help would be appreciated since I'm struggling with this issue. Here is lots of history so I can be as specific as possible:
Factory DR side CV was humming and popping (~134k). Local GM dealer replaced. One month later, heard bearing noise and rotor was slightly rubbing caliper. Dealer tightened axle nut. Bearing noise present. Returned to dealer. Installed new bearing (free) and indicated they torqued axle nut correctly when done since I bugged them about it.
Two months later - loose axle nut again. Dealer replaced axle shaft & bearing (free). All good for 6 mo's. This week, I could feel the faintest "different-ness" of the DR side front end. Just now I jacked it up and axle nut loose AGAIN by nearly 2/3 revolution (I put indicator marks on shaft and nut after last fiasco). I just re-torqued it to 125 lb-ft + 45 deg per WIS. No bearing noise yet on test drive so I'm not headed back to dealer yet.
Any thoughts on why axle nut has loosened on 2 replacement shafts (they were likely to be re-man units I'm sure)?
Junk parts or dealer never torqued right? --> I did notice my re-torquing drove the nut about 20 deg past the original clocking marks.
Should I remove nut and apply Loctite Blue with new nut?
Is a new nut a "Locking Nut"? this one certainly didn't feel like it was.
