get yourself a can of rust check (red cap) from canadian tire and spray it up in there today...
once it warms up enough, jack the car, pull the wheel, and clean out the cavity in behind where it is rusting. I think those areas rust from the inside out due to dirt (salt/slush?) accumulation, and perhaps it also clogs a roof drain if there is one there (used to be on older saabs, I just haven't checked yet on the 9-5, maybe someone will elaborate)...
if you have bubbles etc, the only good way I know of to deal with rust that you can't completely remove is to use POR15. Google it, but it does require warm dry weather, which is not happening yet here in canada... sand, paint, fill spray a colour matched top coat... pretty easy. you should see what people do over on the c900 bb!
and then get the car oil sprayed annually (eg krown or rust check)
