The problem isn't the stalk itself, it is the wiring that goes to and from it. The wiring is too thin. When wiring is too thin for the current, it heats up. If you fuse it for the lamps, then the wiring can still heat up. If you fuse it for what the wiring can handle, the lamps won't work, because you will be popping the fuse.
Fuses are installed to protect wiring, not to protect devices.
For flash-to-pass, the current is brief enough that the wiring doesn't heat up much. But for continuous use it is far too thin, and personally, I'd prefer not to melt down my car.
My first 9-5 had the HIDs, and for me, living in deepest, darkest, surburbia (where they know everyone would just hit trees at night if they didn't flood the roads with photons...), brand new HIDs were the answer, not activating the H7s for continuous duty. If I lived out in the styx, I might have activated them, but using a method like Steve does.
