2002 Saab Aero 9-5 sedan

So for the past week my cabin fan starts up normally, hot outside fan blows hard. But after 2-3 minutes it drops down to what feels like 1/4 speed regardless the panel shows full blast. I've reset the ACC with no errors shown, replaced the cabin filter (which wasn't all that bad), pulled and replaced the fuse as someone else had tried and it had no effect, the fan came back on at the same low speed (they'd experienced a temporary return to high fan speed).
So I'm thinking it's the fan motor dieing, but before I dig in I'd like to know it's that and not the fan speed controller.
