Check the voltage being applied to the motor when things are cold and the fan runs at a normal speed. It should be around 12VDC (12.0 - 13.X VDC). When the fan speed drops note the voltage.
1. If the voltage drops (to 4 - 8 VDC) then the controller should be replaced.
2. If the voltage does not drop but the fan speed does drop replace the fan motor.
To get to the fan motor you'll have to remove the cowl cover that the windshield wipers protrude through. After you remove the wiper nuts you may need to use a gear puller to pull off the wiper arms (free loaner from Auto Zone). Remove the cowl cover gently so that you don't break the clips that hold it in.
