If you were buying a mazda3 I'd be more concerned... but a 2006 9-5 should not have serious rust issues, and once moved to your salt-free environment, it should not be hard to keep it in good shape.
There will probably be surface rust on some bolts/subframe/suspension and exhaust parts... There may be a little rust just forward of the rear fenders in the little block between the fender and rear doors. That's basically the state of my 2004 and I live in a very salty wintery part of "up north"...
You could ask if it has been oil sprayed. Many cars here are annually sprayed (mine are, but my 04 is only 2 years under our ownership and was dry as a bone when we got it). I have 2 c900s that have been oil sprayed annually and everywhere that got spray is fine (and the few places that didn't get spray have some issues)...
Unless you are looking for a collector car, or you hit upon a significantly uncared for car, you should be fine...
good luck!
