The most common cause of this problem is displayed as a P1925 fault which is "Failed communication between the ECU and the ABS controller". Since the ECU will decrease power during periods of poor traction (as reported by the ABS via its wheel speed sensors) I would not be surprised if the ECU defaults to a lower HP setting when the communication link to the ABS system fails.
Is the CEL illuminated too? If so, pull the code to be sure your car requires the $130 rebuild and not a $65 sensor.
