yes, I agree, the 9-5 2.3L is not the best "around town" car. Fuel economy is so so and also, the 2.3L greatly prefers long trips to short ones. As Swedecar and our Saab indy point out, the highway cars can often go for hundreds of thousands of and miles without sludging, but the low miles, driven to church cars are the problem ones. Probably because the engine never gets properly warmed up.
I think if one wants better fuel economy around town, a lighter car (the 9-3 hatch?) is a better option... all those stops and starts bringing a whole lot of mass up to speed uses up fuel... T4, V6, V8... it's mostly just a matter of the power available to bring the mass up to speed... if you're not going far from home, an older car might be fine. We have a couple c900's for around town and they are awesome for that! Either that, or dare I say it here: EV or hybrid? Might not meet the budget though - could get an awfully nice c900 for EV money!
