I'm not so sure either because if that was true, the headlights would stay on every time you only turn the key to off without removing it.
The pop up or not only affects the radio and remote locking/alarm but headlights should be off as soon as the key is turned to off.
It could be the contact fingers inside ignition switch that has starting to arch enough that they burn and stick to the opposite contact and still transfer power.
