both a brake booster and a new master cylinder.
"Solid with the engine off" means the booster has leaked its vacuum. It should hold vacuum for days, so long as the check valves in the vacuum line are good. Replacing the booster will also relieve the brief stumble on startup.
Slowly sinking brake pedal is the classic indication of a blown master cylinder.
