It's an installation tool only to hold the spring compressed (cocked)while the tensioner is installed at factory.
The tensioner have a little pin inserted into a hole in the plug and through that plastic peg and when you have tightened down the tensioner, you pull the pin out and the tensioner releases and then you tighten up the 12mm plug and o-ring.
I never use that pin since I just wait with the 12mm plug until the tensioner is installed and then I install the spring and plug setting the tension.
If the plastic rod is there good, if not, I don't sweat it.
