The best would be if you could monitor the engine temperature with a scan tool hooked up to the diagnostic port and see if the engine temp is high enough for the fan to be on by design.
This could be due to a failing thermostat allowing the engine to run too hot.
The dual cooling fan system is a very intricate design with three relays being involved and operated by the DICE module all depending on what the engine temp is doing and what the A/C compressor is doing. Both making the fans run in different configurations.
