That's assuming laws haven't changed in the last 17 years, when I moved from Toronto to Boston, and brought along my made-in-Japan Camry (it's a little complicated for foreign imports; less so if made in NAFTA territories). My Camry had both KPH and MPH in the speed dial, so I didn't have to have it replaced. In my case I had to get a certificate from Toyota USA, which was then approved by some federal agency, before getting MA plates -- all handled by my then insurance agent.
If your Saab lacks MPH readings, you'll have to have another one put in -- preferably one with dual readings. I'd think one of the many former Saab dealerships that still services Saab can easily do that for you. Hopefully, GM, in absence of Saab, the company, will certify the vehicle for you. I'd call around. The entire process takes quite a while, though, months in my case; so don't cancel QC insurance right away! Given your cars age, I doubt that you'll get hit my import duty.
You should also notify Revenue Canada about the change in residency -- i.e. you'll be residing abroad full year -- so that they are not inclined to tax you, too. (You'll still get taxed there on property, capital gains, etc.)
In addition, get copies of credit reports from Canada, and letters of history from your credit card providers. US credit rating agencies don't look up history in Canada, so basically you'll start with no credit history -- not good if you start applying for credit cards. Same with driving/insured history. Most insurance agents will flag you as new drive and price the policy accordingly. So make sure to get a copy of your driving record from QC motor vehicle registry.
