As mentioned, safety factor/headroom comes into play...
Add to that, the management of product life-cycles. Manufacturers can release new engines/models tuned to a lower spec than the engine was ultimately designed to provide, which allows them to exploit that same engine in later model years, without a redesign, yet giving the consumer the impression of a newer design. So maybe an engine designed for 230hp, is released, but only tuned/spec'ed to provide 180hp in its first year run...That allows them to bump up tune, and up it to say 200hp in the next model year, or advertise a premium version of that model with slightly higher HP's using that same engine.. I recall VW and Honda often did this in the past..
